The Hessian Parliament has adopted changes to civil servants’ and judges’ pay. The official sources differ on the date: the decision record of the 73rd sitting states 1 September 2026; the Interior Ministry announcement dated 2 September says adoption occurred “today”. This article follows the parliamentary decision record. Pay rises by 3.02 percent from 1 July 2026, with a minimum increase of EUR 110 in basic pay. A further 2.8 percent follows on 1 October 2027. Experience step 1 in schedule A is removed retroactively from 1 January 2026. Existing step 1 assignments transfer to step 2; time spent in step 1 does not count towards further progression. The child component of the family allowance becomes EUR 350.00 for each of the first two children from January. The ministry describes the increase as EUR 87 per child; the annex states the exact amount. The spouse allowance remains. Shift and rotating shift allowances rise from 1 October 2026. A family income model replaces the sole-earner model for assessing constitutionally adequate maintenance. This expressly creates no additional income-tested family supplement.
What does this mean in practice?
As of 7 September 2026, the law has not been published in Hesse’s official gazette. Rechnerpilot uses the annexes in document 21/4422, demonstrably adopted unchanged, checked against 21/5009 and the parliamentary decision. Hesse schedules A and B are available by effective date; historical data from December 2025 is retained. Saved step 1 inputs transfer to step 2 from January 2026. No partner income field is needed. Shift allowances are outside the calculation. Dates outside 2026 produce gross pay only. The calculator link preselects Hesse. This concerns Hessian statutory pay and does not change TV-L, TVöD or military pay. Hesse’s collective-agreement employees use TV-H. The gazette will be checked line by line after promulgation.
